There is no question transportation is an important issue facing Idaho. To address this problem, GARVEE Bonds have been approved. GARVEE stands for Grant Anticipation Revenue Vehicles. A GARVEE Bond is, just as it sounds: debt, to pay for roads, based on anticipated federal funds that may or may not be procured.
GARVEE Bonds should not be used in Idaho. While transportation is a problem, solving that problem through GARVEE only pushes today’s burdens onto the generations of tomorrow. With the irresponsible use of debt at the national level, future generations are already facing financial difficulties of monolithic proportions. Idaho should not make spending decisions that may contribute to our Nation’s overwhelming financial future.
