A person should not be deprived of life, liberty or property without due process of law. Due process requires notice and an opportunity to be heard. One way to be heard is at the ballot box. If the city wants to expand into the county, they need to convince those they want to annex that it is a good idea. Perhaps reduced government, streamlined services and a lower bottom-line would make it easier for city officials to make their case. Until that time, annexation should not be forced.
